<p>Corbett said the new charges, filed today in Delaware County, include two counts of bribery and three counts of theft, all third-degree felonies which are each punishable by up to seven years in prison and $15,000 fines.</p>
<p>Feldman was previously charged with six counts of staging prohibited competitions and six counts of rigging publicly exhibited contests, all first-degree misdemeanors which are each punishable by up to five years in prison and $10,000 fines.</p>
<p>Corbett said those earlier charges relate to a series of six different events in Philadelphia and Delaware County between September 2008 and December 2009, all organized without a valid Pennsylvania promoter&#8217;s license and in violation of the state&#8217;s Boxing Act.</p>
<p>Feldman allegedly staged the fights without concern for the health and safety of the participants, a lack of proper medical care and with a disregard for the professional standards of boxing in Pennsylvania.</p>
<p>Corbett said that inspectors from the State Athletic Commission and agents from the Attorney General&#8217;s Office observed bouts where boxers were knocked out and did not receive prompt medical attention; situations where doctors were not present at ringside to examine and treat injured fighters; and potentially dangerous matches that included out-of-shape boxers fighting opponents with clearly superior skills.</p>
<p>Feldman is also accused of &#8216;fixing&#8217; the outcome of many bouts, allegedly picking the winners and losers before the participants had even entered the ring.</p>
<p>Feldman will be prosecuted in Delaware County by Senior Deputy Attorney General John Flannery of the Attorney General&#8217;s Criminal Prosecutions Section.</p>
<p>Corbett thanked the Pennsylvania State Athletic Commission for their cooperation and assistance with this investigation.</p>
<p>All criminal charges against Feldman were held over for trial in Delaware County following a preliminary hearing today before Folcroft Magisterial District Judge Edward W. Christie.</p>
<p>Feldman remains free on $50,000 unsecured bail, awaiting the scheduling of a trial date.  As a condition of his release, Feldman is prohibited from staging any fights in Pennsylvania.</p>
<p>(A person charged with a crime is presumed innocent until proven guilty.)</p>

<p>By June 30, the owners must replace all existing manure storage systems with covered roll-off bins and apply for permits to build a covered manure storage facility and an enclosed horse washing facility. They also must submit a revised nutrient management plan to the Bucks County Conservation District.</p>
<p>Within 90 days, the race track owners are required to submit a plan and schedule for installing stormwater inlets to improve the quality of the water reaching their catch basins and must repair malfunctioning valves that have allowed stormwater mixed with sewage to enter a nearby stream.</p>
<p>DEP has been working with Parx officials for more than a decade to bring them into compliance with the Clean Streams Law, but the facility has failed to make sufficient improvements.</p>
<p>In addition to ignoring the law, DEP documented through its frequent inspections, instances in which Parx made unapproved changes that have further degraded the environment. In its most recent inspection on March 11, DEP uncovered numerous violations.</p>
<p>In particular, contaminated runoff has long been a problem associated with the race track given the high volume of animals it houses. Pennsylvania put in place aggressive new standards in 2005 to protect rivers and streams from contaminated water runoff associated with large-scale animal operations.</p>
<p>Any operation with more than 500 animals on site must hold a permit as a concentrated animal feeding operation, or CAFO. Despite meeting that threshold, the corporate owners of the racetrack failed to make a good faith effort to obtain a CAFO permit.</p>

<p>In 2005, Rian Wallace created Goals Over Obstacles (G.O.O.), a not-for-profit organization committed to promoting health and wellness via football, healthy eating, and community involvement. Focusing heavily on underserved communities, Wallace seeks to encourage healthy living, scholar athletes throughout the Philadelphia and surrounding areas; and primarily the youth in his native Pottstown, PA community.</p>
<p>Virtually every young athlete playing football has dreams of continuing to play at the collegiate level, or better yet, in the NFL. The reality is, however, thousands upon thousands of football players in the U.S. are competing for the same opportunity; and very few make it.  What Goals Over Obstacles seeks to do is equip young athletes with the tools necessary to make them a powerful force on the field, in their communities, their families, their schools, and in the lives of others.</p>
